If I understand you right, it seems like you are having problems with Administrative Permissions. To get to your BITS, you must go to:

Control Panel
Administrative Tools (if not running as Administrator, you will be prompted for Administrator Password.)
Services
-under Services, search for your BITS and see if the service is started.
-If not, then start it.
-If it is, then right click and tell it to restart.

Hope this works. Also, a link to Windows approach to the problem.

Kazuki is absolutely correct.

Another method is:

1. Select Start

2. Choose Run

3. Type 'services.msc' and press enter.

4. Scroll down to the BITS (Background Intelligence Transfer Service).

5. Right click and select properties

6. Make sure the startup type is set to automatic or manual

7. Apply changes and select Ok.

8. In the upper left hand corner of the services screen you can select 'start or restart the service'

Hope you got it figured out, thanks for contributing Kazuki.
